Jim Garrison
President

Jim Garrison is president of Pacific Federal LLC, the parent company of PacFed Benefit Administrators and PacFed Insurance Services. Pacific Federal began in 1990 with the purchase of group health clients from Marsh & McLennan, where Jim was vice president and manager of Group Insurance Services.

Jim is active in the Los Angeles business community. He serves on the board of directors for the Los Angeles Chamber of Commerce and as chair of the organization’s Health Care Council. He is also a member of the board of directors for the Valley Industry and Commerce Association PAC.

Tracey Crow
Director, Human Resources and HR Client Services

Tracey Crow is the director of Human Resources and HR Client Services at PacFed Benefit Administrators. With more than 25 years of industry experience, she oversees all aspects of PacFed Benefit Administrators’ Human Resources Department and assists clients with the administration of employee benefits.

Prior to joining PacFed Benefit Administrators in 2012, Tracey held senior human resource positions at two large aerospace companies.

Managing Director

Mike Cox is a co-founder and managing director of PacFed Benefit Administrators. With more than 35 years of experience in the group insurance industry, Mike has a strong background in ERISA trust management and insurance regulatory issues. He also has extensive experience in the insurance sales process, new product design, marketing and the development of operational systems.

Prior to founding PacFed Benefit Administrators, Mike managed several third-party administrator firms where he was responsible for the direct management of insurance claims, underwriting, premium accounting, policyholder services and data processing.

Ann Elkin
Vice President, Client Services & Regulatory Compliance

Ann Elkin is vice president of Client Services and Regulatory Compliance at PacFed Benefit Administrators. In this capacity, she oversees the administration of several trust funds and ensures their compliance with federal and state laws. She also serves as the company's privacy officer.

Ann has worked in the area of trust fund administration at PacFed Benefit Administrators since 1995. Prior to joining the company, she assisted in the administration of various trust funds and was the in-house administrator for the Professional Musicians, Local 47 and Employer Health & Welfare Fund – which she continues to administer.

Ann has extensive training and education in trust administration and has completed a number of the Certified Benefit Specialist courses. She is also a graduate of the International Foundation of Employee Benefit Plans' Administrator Master’s Program.

Veronica Romero

Veronica began her career at PacFed Benefit Administrators in 2003 and previously managed the company's Member Services Department.

Prior to joining PacFed Insurance Services, Bud held several top positions with one of the country's largest labor unions, where he negotiated labor agreements, provided member service, processed grievances and arbitrations, and supervised staff.

Bud has completed various marketing and human resources courses, and is licensed by the state of California to conduct life and health insurance transactions.

Hector Rendon joined PacFed Insurance Services after more than 40 years with the International Brotherhood of Teamsters where he worked his way up from file clerk to holding several key positions, including union dispatcher, organizer and business representative in one of the country's largest labor unions.

At PacFed Insurance Services, Hector is responsible for advising the company on Labor Trust matters and working as a liaison with labor leaders. He has completed various labor relations courses through Loyola Law School, as well as workshops and seminars at the George Meany Center for Labor Studies.

Patrick McGarry

Prior to joining PacFed Benefit Administrators in 2015, Patrick spent five years as a chief financial officer of a medical practice. Patrick attended the University of Southern California and obtained his CPA license in 1998.
